EU finds dumping of Turkish, Russian HDG coil

The European Commission has found that Turkish and Russian hot-dipped galvanised coil was dumped in the EU and is proposing definitive anti-dumping measures in a range of 2.4-37.4pc, it said in a pre-disclosure document.
Russian steel mill duties are set at 10.3-37.4pc and Turkish at 2.4-11pc. Reroller Tatmetal will be subject to the lowest measure at 2.4pc. Russia's MMK will have a duty of 36.6pc, the highest named company.
"The commission established a causal link between the injury suffered by the union industry and the dumped imports from Russia and Turkey," the EC said. "The increase of dumped imports from the countries concerned coincided with a deterioration of the union industry's situation. Low-priced imports from Turkey and Russia increased exponentially and prevented the union industry from increasing sales prices and volumes following the anti-circumvention investigation concerning Chinese imports.
"In terms of prices, the dumped imports from the countries concerned continuously undercut those of the union industry sales prices in the union market, and in any event created substantial price pressure preventing the union industry from setting prices at sustainable levels necessary to achieve reasonable profit margins."
The investigation, which first emerged in June 2021, was started after EU producers submitted a petition to the commission. The EC in January this year decided to skip preliminary duties, as it said the case was technically very complex and it needed more time to determine the outcome. It was originally expected to come out with a decision by the end of August.
The leaked document has not yet been officially sent to Turkish manufacturers by the commission. It is unclear what the start date of the anti-dumping duties will be.
