Eurofer seeks Severstal HRC anti-dumping duty review

European steel association Eurofer is pressing for an interim anti-dumping duty review against Russian steelmaker Severstal for its hot-rolled coil (HRC) shipments to the EU.
Severstal pays a €17.60/t ($19.35/t) duty on deliveries to the EU, but Eurofer believes there is a chance of tripling this through a review, as it sees 9-17pc excess dumping margins above the duty, based on data covering April 2019-March 2020.
Eurofer says Russian export prices have fallen since the second quarter of 2019, while domestic prices have been more stable. Severstal has been very competitive into the EU recently, offering as low as €380-385/t fca Antwerp.
As Russian domestic prices are falling, there is a "limited window of opportunity" to conduct a successful review, Eurofer said.
Russian HRC shipments to the EU increased to 467,238t in the first quarter, from 387,774t in the same period of 2019 and 401,971t in January-March 2018.
